If you are looking for an accessible onsen with a view of the ocean, you may want to check out Shimoda Yamatokan in Shizuoka.
While the main bath is not accessible, room 304 has a special en-suite hotspring bath that can raise up and down. Just put the special wheelchair on the raised bath floor and pull a level to lower into the hot water!

Fuji no Kirameki is a glamping site about an hour and a half from Tokyo with a great view of Mt Fuji and two wheelchair accessible cabins!
