I know this doesnt help, but we didnt use any taxi service, we did use the trains and walked/wheeled the rest of the way. If you use the trains, I would go 15 min in advance so they can set up your destination end to end. FYI, they call it a slope not a ramp

I dont know what the regulations are but we used the Transformer 2 and got on the plane, trains, and the Shinkasen just fine. make sure to bring all paperwork.

We bought the Transformer 2. it has a lithium battery that you can easily take off and carry on. it folds up the size of a suitcase.
