Look for the term “universal room”. Not all hotels have universal rooms, but there are quite a few and some chains that have them. Accessible Japan has a full list of hotels that have universal rooms on their website so you can find the range within your budget as well.

Hoist rental in Osaka and Kyoto
There are companies that do hoist rentals especially if you book in advance. Something like Japan Accessible Tourism Center (which will deliver to your accommodation).
You can also try Accessible Japan (company) and use their rental request form on their website.
Looking for Affordable Wheelchair-Accessible Hotels in Tokyo, Osaka, and Kyoto
Toyoko Inn is your bare bones basics and not so bad.
Daiwa Roynet Hotels are pretty decent quality.
Sotetsu Fresa is also an all right chain that sometimes offers universal rooms.
If you want to go up in quality or budget a bit then the Mitsui Garden chains are good too.
