There’s a list of accessibility-related publications on https://www.visitflanders.com/en/accessibility/brochures/. In”Accessible daytrips” there are a few places mentioned where you can rent a handbike (just search for ‘handbike’ in the online document).

There is some accessible building legislation in Belgium (per region), but it’s not very ambitious tbh. VisitFlanders uses more, and stricter criteria for its labeling system (https://www.visitflanders.com/en/accessibility/designation-labels/). The information in the brochures is collected by an independent agency and evaluated by experience experts.
