An intriguing thought, in my opinion: often, measuring inclusion turns out difficult. But we can measure exclusion instead. Here, the idea is applied to transport. Do you think this works for tourism, too?

That was really well written and I love the idea of the hierarchy. While this was for transportation systems, it can easily be expanded to apply to travel etc
