I don’t know the details etc, but it is likely not just an explanation.
The companies have insurance rules to follow etc and when you rent the equipment you need a contract that must be signed. Like when you rent a car, they need you to sign something. So, my guess(!) is it is more than just an explanation but more of a contract… maybe.
