For the stations, try this site. You can put in the name of the station and see the accessibility details.
Tottori actually has the highest ratio of regular to accessible taxis in Japan (remember, though, there aren’t as many taxis as more populated areas, just a higher percentage).
I went there on a test-tour sponsored by Tottori, so I didn’t do the booking but we rode in a taxi with a lift and saw accessible taxis waiting at the station.
