Never taken it but, from calling the bus company before, I’m pretty sure that as long as you can get up the steps and your wheelchair can fold to suitcase size, it should be ok.

I’m not sure where the port is exactly, but Miyako station is accessible (though it seems to require a stair lift to get between platforms – https://www.ecomo-rakuraku.jp/en/station/Miyako/). I visited a few years ago and took the tram once. The newer 8101-model trams have a lowered floor and ramp, but not every tram stop is accessible since the platform is very narrow and there isn’t room to lower the ramp etc.
