Unfortunately, most parts of Shinjuku look like that – a jumble of old buildings. As Joan pointed out, any building with more than 4-stories is required to have an elevator. And, as he also pointed out, sometimes the implementation of the elevators is… interesting. Up or down a few steps, or too small for a wheelchair.

I think it was @joanp but someone did mention that having their wheelchair folded in advance helped get taxis since it made it more obvious that a) it folded and b) it could fit in the trunk/boot.
