As Josh wrote, July is unfortunately not cherry blossom season in Japan.
As for sumo, it will be held in Nagoya from July 14th to July 28th. You can see “sumo-like shows” at some restaurants, but they are not real sumo.

Unfortunately cherry blossoms are in the spring so that won’t be a possibility likely. However, I have a vague recollection that at Shinjuku Gyoen they have a variety of cherry blossoms from various areas so there is something blooming somewhere year round.
As for the other tours, will you need a car or use public transportation?
