They didn’t list Yokohama as a port on their form, but say “If you do not see your port city listed, we can likely still fulfill your rental needs, please call our reservation specialists at 800 513 4515.” So, you may want to give them a try anyway.
It is possible to rent power wheelchairs in Japan, but most places don’t offer scooters since there are some train stations where you cannot use them. If a wheelchair would be ok, try: https://www.accessible-japan.com/renting-wheelchairs-hoists-japan/
