My concern for Akita is I believe they get a lot of snow which makes it difficult to navigate. Trust me, I live in Canada. Otherwise, hit their websites and Google maps to check the street conditions around the university, could be deciding factor.

Wakarimasu. I used to live in Hokota (BW-before wheelchair) and its all country roads with the occasional rice planting machine. But the people are friendly. I don’t remember an elevator at Oarai, but I wasn’t looking for them at the time at this would be around 2003-2008. No idea about Taxis except they did hang around Oarai station.

Japan has an aging society and you will see Lots of people using 3-legged stools. I wouldn’t be surprised if they were sold in the 100 yen shops, so no difficulty setting up and using.
