Does anyone know if the “Lost Children Marker” at the Ikkoku bridge is accessible?
And, generally, are historical markers in Japan accessible?

You can sorta see it here, but it is kind of obscured by the power pole.

Many of the markers near roads are… unless it is an old path! But there are also many in out of the way places as well.
But this one is just a 5 minute walk from Tokyo Station!
