I guess you can ask them for renting in another cities also.
I know this “training” question may seem strange for people outside Japan, but they want to be sure that you will use the materiel appropriately and will not harm yourself using it. Maybe you can ask to do the training only once in the first city you rent the hoist, I think it will…I contacted them, unfortunately it looks like I can only rent from them in Tokyo because I have to be trained in using the Lift in Tokyo. That doesn’t work because Tokyo is our last stop on the trip. I’ll look into renting from them while I am in the capital, but I’ll have to find other rental companies for my other two stops
